Introduction 簡介

In 2021, the City of Montréal issued the 2021-2026 Chinatown Action Plan, which made key commitments to improving quality of life and built environment, improving commercial vitality, neighbourhood heritage, and enhancing community connections. With 2026 fast approaching, the JIA Foundation and the Montreal Chinatown Round Table commissioned Rayside Labossière Architecture & Table de concertation du faubourg Saint-Laurent in early 2025 to create a document highlighting community aspirations for the renewal of the Action Plan. Preliminary findings from this work received community feedback from representatives of diverse community institutions at an open house session in April 2025. The project was created with funding support from the Canadian Race Relations Foundation and the McConnell Foundation

2021 年,滿地可市政府頒佈了 《2021-2026年華埠發展行動計畫》,對改善生活品質和建築環境, 提高商業活力, 文化遺產和加強社區聯繫作出了重要承諾。隨著2026年的臨近,家基金會和滿地可圓桌會議在2025年初委託Rayside Labossière ArchitectureTable de concertation du faubourg Saint-Laurent創建一份文件,強調社區對更新行動計劃的期望。在 2025 年 4 月舉行的開放日活動中,這項工作的初步結果獲得了不同社區機構代表的社區反饋。該專案的創建得到了Canadian Race Relations FoundationMcConnell Foundation 的資金支持。

Project Outcomes 項目成果

The document provides a holistic vision for Chinatown anchored by three community projects,respectively anchoring the western, central and eastern sectors of the neighbourhood, that have emerged with strong community mobilisation efforts and engagement of the City and other funding partners. 

這份文件為華埠提供了一個整體願景,由三個社區項目錨定,分別錨定社區的西部,中部和東部。這三個社區項目是在強大的社區動員努力和市政府及其他資金合作夥伴的參與下產生的。

The Cultural Heritage Node around Chinatown House and the Wing Noodles building aims to create an emblematic place testifying to the cultural richness of Chinatown and actively contributing to its influence. It is based on a bond of trust established between the JIA Foundation and the neighbouring property owners and partners committed to the community, with the aim of transforming this provincially-recognized “institutional node”into a true hub promoting Chinatown’s cultural heritage.

滿華庭(Chinatown House) 和 永兴隆(Wing Noodles) 周圍的文化遺產樞紐旨在創建一個標誌性的地方,證明華埠文化的豐富性,並積極提升其影響力。它建基於家基金會與鄰近業主和社區合作夥伴之間建立的信任關係,旨在將這個省認可的 「機構樞紐 」轉變為真正的華埠文化遺產推廣中心。

Clark Street Reimagined aims to revitalize this emblematic artery of Chinatown by focusing on two complementary components. The first is based on the development of mixed-use social housing on land belonging to the City, with the goal to integrate collective real estate tools. The second component concerns the implementation of a strategy for the transitional occupation of vacant commercial premises.

重新思考克拉克街》 发展计划旨在通過兩個互補的組成部分來重振華埠的這條標誌性動脈。第一個部分是在屬於市政府的土地上發展多用途社會住宅,目標是整合集體房地產工具。第二個部分則是實施一項過渡性佔用空置商業處所的策略。

The Viger Hub around the current site of the community garden in front of the Chinese Hospital aims to carry out a collective initiative responding to the needs of the community and unifying the actors of Chinatown. Driven by the momentum of the Kahéhtaien Lumb collective garden, it seeks to forge new links between organizations rarely associated, in order to create solid and lasting partnerships with a perspective of inclusiveness, intercultural dialogue and harmonious cohabitation. It is also part of the vision to develop community housing projects on the underutilized sites.

在中華醫院前社區花園現址周圍的 Viger Hub 旨在實施一項集體倡議,以回應社區的需求,並團結唐人街的參與者。在 Kahéhtaien Lumb 集體花園的驅動下,它尋求在很少有聯繫的組織之間建立新的聯繫,從包容性、跨文化對話和和諧共存的角度建立堅實持久的夥伴關係。這也是在未充分利用的土地上發展社區住宅專案的願景之一。

Next Steps

Building on established broad partnerships, these projects aim to focus existing community efforts around concrete initiatives to grow the networks and resources needed to sustain continued change in the future.  The community looks forward to the City’s response to this proposal and collaborating with the City to develop the next Chinatown Action Plan beyond 2026.
