Research Summary on Collective Real Estate Tools

The JIA Foundation has released a Research Summary outlining its preliminary research around collective real estate tools for equitable development in Chinatown. Chinatown’s strong community ecosystem constitutes a foundational element of the neighbourhood’s heritage. Our approach encompasses the preservation and stewardship of the community spaces and infrastructure that house the activities and people that give them meaning. The tools outlined in the Research Summary aim to support community agency in the neighbourhood by empowering Chinatown’s community with increased knowledge and capacity to have more control over urban change and development.

家基金會發佈了一份研究摘要,概述了其針對唐人街公平發展的集體房地產工具的初步研究。唐人街強大的社區生態系統是該社區遺產的基礎元素。我們的方法包括對社區空間和基礎設施的保護和管理,這些空間和基礎設施容納了賦予其意義的活動和人群。研究摘要中概述的工具旨在透過增強唐人街社區的知識和能力,使其對城市變化和發展擁有更多控制權,從而支持社區在社區中的能動性。

Recent pressures to gentrify and redevelop the neighbourhood since the COVID-19 pandemic echo the historical demolition of two thirds of Chinatown’s built fabric to make way for large public infrastructures such as the Guy-Favreau and Desjardins complexes. These moments underline the importance of working to make sure Chinatown can continue to remain in place as a home and place of sanctuary for many. Moreover, community members wish to see change that meets their needs: increased foot traffic for small businesses, well-maintained public spaces, spaces for community events, fewer vacant buildings, more repairs on historic buildings, among other changes. Consultations with community members have underlined an interest in community participation in development, holistic strategies, and the integration of Chinatown into city-wide discussions on equitable development in Montréal.

Collective real estate prioritizes long-term community benefits rather than only the bottom line. Many family associations have been practising key principles of collective real estate for over a century, which shows that Chinatown has community capacity and resources that can be leveraged to build a neighbourhood for the community, by the community. 

《集體社區房地產》將社區的長期利益放在首位,而不僅僅是短期收益。許多唐人街宗親會對實踐《集體社區房地產》的主要原則有超過一個世紀的經歷,這表明唐人街具有社區能力和資源,可以充分利用這些能力和資源,為社區建立一個由社區管理的鄰里社區。


The document focuses on collective real estate as an ideal way to achieve this vision. Building on various case studies of community-driven urban transformation efforts based in other Montréal neighbourhoods, Chinatowns, and beyond, the team examines five different models of development which are well suited to respond to the needs and interests of community members. These include community bonds, mutualized equity funds, community land trust or social utility trusts, heritage building alliances, and community benefits agreements. The document outlines how each model might apply to specific contexts in Chinatown. 

本文件著重於《集體社區房地產》》作為實現這一目標的理想方式。以蒙特利爾其他社區及唐人街的社區主導城市改造工作的各種案例研究為基礎,研究小組研究了五種不同的發展模式,這些模式非常適合回應社區成員的需求和利益。這些模式包括社區債券, 互惠權益基金, 社區土地信託或社會公用事業信託、遺產建築聯盟以及社區利益協議。

The JIA Planning, Development & Research Team brings together researchers and practitioners in the fields of urban planning, architecture, and the social sciences. The team focuses on the following three areas of work to facilitate equitable development in Montréal’s Chinatown: 

  • Research and share knowledge about possibilities and tools for community-led urban development in Montréal’s Chinatown through a policy advocacy focus; 
  • Develop visions and plans as tools to bring stakeholders together; and 
  • Facilitate projects to support the implementation of community visions for Chinatown. 

With respect to JIA Foundation’s role as a growing organization, the team will also produce evaluation mechanisms and frameworks which will support JIA’s long term growth.
